Basically, yes it is. The soft, gauzy material combined with the extremely loose fit makes it seem through enough that I would never wear it without a camisole underneath it. I might just be weird about this type of thing though..... I do tend to feel like I'm naked really easily, even if I'm obviously miles away from actually being naked.
